An intoxicated 39-year-old Stafford man was arrested and his rifles were seized after an early Friday morning disturbance.
On December 27th at approximately 8:18 a.m. deputies responded to Cynthias Place for a shots fired report. Multiple callers advised they heard “really fast” shots coming from an apartment. Deputy D.R. Ludolph arrived on scene to converse with one of the callers. Before he could, Deputy Ludolph overheard a male’s voice from the apartment in question stating if police arrived he would “shoot them.”
Due to the numerous shots being reported and potential threats towards law enforcement, residents were asked to remain indoors as deputies worked to peacefully resolve the situation. Deputies were able to identify the suspect as Sokha Chhim. Through their investigation they learned Chhim not only had numerous firearms in the apartment, but a child was currently inside as well. Deputies with the Crisis Intervention Team were able to converse with Chhim and persuaded him to peacefully surrender. The unharmed child was taken care of by Deputy M.N. Sayegh as Chhim was taken into custody without further incident.
During a security sweep of the apartment, deputies located three spent rifle cartridge cases and three empty cans of alcoholic beverages on the balcony. They would also locate three loaded rifles in the living room. Chhim was found to be intoxicated and admitted to shooting his AR-15 from the balcony due to his belief that people were following him. No one was harmed during the situation.
Chhim was charged with discharging a firearm in an occupied building, reckless handling of a firearm, and contributing to the delinquency of a minor. He was held at Rappahannock Regional Jail without bond.
