Family Struck During DUI

A family of four was struck by a 39-year-old Stafford woman with previous DUI charges.

On October 15th at approximately 7:00 p.m. Sergeant M.L. Jacobeen, Sergeant E.E. West, and Deputy X.D. Bates responded to the intersection of Fieldstone Court and Whitson Ridge Drive for a report of pedestrians struck. The caller and witness advised multiple people were just struck and the driver appeared to be intoxicated.

When deputies arrived, they located the family of two adults and two children. It was advised as the two adults pushed the children in their stroller to cross the street, the driver struck them. Luckily, the family only sustained minor injuries. The driver, Rachel Kinard had the strong odor of an alcoholic beverage coming from her breath that could be smelled from several feet away. While Kinard stated the last time she drank was yesterday, inside the vehicle was a receipt for New Amsterdam Vodka mini-bottles. Eleven empty vodka bottles were located within the vehicle.

Deputies discovered her inspection sticker was fraudulent and her license was revoked due to a prior DUI. Kinard was charged with driving under the influence second offense within five years, driving while revoked, second offense refusal, obstruction of justice, possessing a counterfeit vehicle inspection, having another vehicle’s inspection sticker, expired registration sticker, and failure to yield to a pedestrian. She was held at Rappahannock Regional Jail without bond.

October is National Pedestrian Safety month. Not only does everyone need to drive sober, but remain on the lookout for pedestrians to ensure their safety.
