Christmas Day Fire Determined to be Arson

Stafford, VA—Just before 2 P.M. on Sunday, December 25th, Stafford County Sheriff's Office deputies responded to a
disturbance in the 600 block of Ramoth Church Road. It was advised a male was breaking windows at the residence.
As deputies arrived on scene, they discovered a mobile home fully involved with fire. Stafford County Fire and Rescue
units were dispatched for the reported structure fire and arrived approximately five minutes later. Stafford County
Fire and Rescue crews extended multiple lines and brought the fire under control in approximately 10 minutes.

Three individuals were displaced as a result of the fire. No injuries were reported.

The fire was investigated by the Stafford County Fire Marshal's Office and was determined to be intentionally set.

While on scene, deputies made contact with Jonathan Rios, 41, of Stafford. Rios had active warrants out of Stafford
County for larceny, the City of Fredericksburg for probation violation, and Spotsylvania County for grand larceny. He
was arrested and incarcerated at Rappahannock Regional Jail on the outstanding warrants. A witness advised Rios
and a female subject were inside the trailer having a verbal altercation just prior to the fire starting. The female, Pearl
Quinn, 48, of Stafford, fled the scene before deputies arrived and was discovered to have an active warrant out of
Stafford County for a capias. Quinn was located December 29th and was incarcerated. She is being held without bond.

The Stafford County Fire Marshal's Office obtained a warrant for burning or destroying of an unoccupied dwelling
(arson) on Rios. It was served at the jail as of December 30th where he continues to he held without bond.

Fire and Rescue units were assisted on scene by the Quantico Fire and Emergency Services.
