Suspect Arrested After Making Fraudulent Charges

A Stafford County Sheriff’s deputy identified a suspect after he used his phone number for a store’s loyalty rewards program during a fraudulent transaction.

On November 28, Deputy D.A. Flues received a report of a stolen credit card. The victim later discovered several fraudulent transactions, totaling $522, had been made with the card.

The charges were made at various stores including one at a vape shop in Stafford. Deputy Flues contacted the store manager who located the transaction. The deputy learned that, during the transaction, the suspect had provided his phone number for the store’s loyalty rewards program. Using a law enforcement database, the deputy found the phone number to be associated with Jeffrey Conley, 36, of Stafford. Security footage from two stores captured the suspect and his vehicle which appeared to match Conley and his vehicle.

Deputy Flues continued to investigate and obtained a search warrant for Conley’s house to locate the items purchased with the stolen credit card. On December 13, deputies went to Conley’s house to execute the search warrant. Upon arrival, Conley fled out the back of the house, but was apprehended after a brief foot chase. During a search of the house, deputies located items matching the items purchased with the stolen credit card.

Conley was arrested for credit card theft, credit card fraud, identity theft with intent to defraud, and obtaining goods by false pretenses-3rd or subsequent offense. He was held without bond at the Rappahannock Regional Jail.
