A report of an assault escalated to a barricade situation Sunday night that ended in a 46-year-old being apprehended by K-9 Titan.

On October 13th at approximately 10:51 p.m. Deputy E.L. Shelton responded to 7-Eleven, located at 2337 Garrisonville Road, for an assault report. A victim arrived at the business after an assault took place at a nearby residence. Deputy Shelton made contact with the victim who had minor injuries. It was advised the victim was assaulted by his roommate, Frank Lipka III. It was further advised that during the altercation Lipka damaged items within the residence and brandished a machete towards the victim.

Deputies arrived at the residence and attempted to serve Lipka on his warrants. Instead, Lipka would refuse to comply with deputies’ orders and barricaded himself within the residence. In the early hours of October 14th, members of the Crisis Negotiation Team were called out to assist. They would deploy a throw phone in an attempt to make contact with Lipka. After a brief conversation, Lipka would hang up the phone. With the barricade situation going nowhere, members of the SWAT Team responded and developed a plan.

The SWAT Team, along with Sergeant B.U. Demirci and his K-9 partner, Titan, made entry into the residence. They attempted to make entry into the bedroom Lipka was hiding in; however, as soon as the door was opened, Lipka would slam it shut. Due to the severity of the crimes, Sergeant Demirci kicked open the door and attempted to deploy Titan for an apprehension. Lipka would slam the door on Titan’s head. On Sergeant Demirci’s second attempt, Lipka would assault Titan again; however, Titan was able to enter the room before Lipka forced the door closed again. Titan completed the apprehension as deputies forced their way into the room. Lipka would attempt to pry Titan off during the apprehension. Luckily, Titan was not seriously hurt.

Lipka was treated for the K-9 bite at a local hospital. Afterwards he was charged with injuring a police K-9, animal cruelty, brandishing a machete, assault and battery, felony destruction of property, obstruction of justice, as well as, fleeing from law enforcement. He was held at Rappahannock Regional Jail without bond.
