Prostitution Investigation Reveals Wanted Suspects and Narcotics |

One investigation expanded into three Tuesday night as the Special Investigations Unit was continuing their efforts to combat narcotics, wanted suspects, and prostitution in the Stafford area. On December 12th First Sergeant Detective R.J. Grella, head of the Special Investigations Unit, was continuing his efforts to address prostitution when he made contact with a female online. After a brief text exchange, it was decided they would meet at the Staybridge Suites, located at 2996 Richmond Highway. At approximately 7:11 p.m. First Sergeant Detective Grella, along with patrol deputies, made contact with the female and discovered suspected controlled substances within the room. Due to their thorough investigation with this incident, they learned of another potential prostitution incident three floors up. The female involved in the first incident has not yet been charged, but warrants may be obtained at a later date. Deputies made their way to the second room where they were met by five individuals. Among the group was Brandon McKinney, 28, of Aroda, Crystal Smith, 32, of Stafford, and Earl Fisher, 39, of Dumfries. McKinney was located with suspected controlled substances. Smith was wanted out of Fairfax for felony failure to appear. Fisher provided a false name to law enforcement, was located with multiple suspected controlled substances, and was discovered to be wanted out of Fairfax for contempt of court, as well as, out of Prince William County for failure to comply with support. Later on, both McKinney and Fisher attempted to smuggle suspected controlled substances into Rappahannock Regional Jail, earning them both additional charges. The other two individuals within the room have not yet been charged, but warrants may be obtained at a later date. Once again, due to their thorough investigation regarding that incident, deputies learned of another potential prostitution incident involving two wanted suspects currently at the Motel 6, located at 401 Warrenton Road. The first suspect was Evan Williams, 33, of Stafford. The second suspect was Krystina Frame, 31, of Spotsylvania. Williams was wanted out of Stafford County for felony failure to appear, as well as, numerous probation violations. Frame was wanted out of Spotsylvania for felony failure to appear. The Special Investigations Unit responded to the Motel 6 and began surveillance on the room in question. On December 13th at approximately 1:36 a.m. both suspects were observed leaving the room. Deputies attempted to make contact with both suspects when they both began to flee. Smith did not make it far before she was detained, while Williams was located hiding on nearby Musselman Road a short time later. Both were discovered to be in possession of suspected controlled substances. McKinney was charged with two counts of possession of controlled substances, and felony by prisoner. Fisher was charged with possession of controlled substances, possession of controlled substances with intent to distribute, providing a false identity to law enforcement, identity fraud, unlawful name change, and felony by prisoner. Williams was charged with possession of controlled substances and trespassing. Frame was charged with possession of controlled substances and obstruction of justice. Frame, Williams, Smith, and Fisher were served on their outstanding warrants. All five were held at Rappahannock Regional Jail without bond. All of these incidents are still under investigation. Amazing work to all deputies involved. Narcotics, prostitution, and wanted suspects are a serious problem within the area that often go hand in hand.
